Two federal agencies have blocked a last-minute move by the Clinton administration to help Pacific salmon east of the Cascades as President Bush continues to chip away at his predecessor's environmental legacy.
Conservationists said withdrawing the fish measures is part of a larger effort by Bush to roll back environmental protections put in place by Clinton. "The worst fears about how bad he was going to be to the environment are coming true, day by day," said David Bayles, conservation director for the Eugene-based Pacific Rivers Council. "It's a war on environmental protection."
