The Clinton administration may be giving up on one last push to finish a sweeping effort for the management of land and wildlife on 64 million acres in the Pacific Northwest, possibly leaving the unfinished business to President-elect George W. Bush. "We are replacing some very clear standards and processes for an evil we don't know," said Mary Scurlock, Pacific Rivers Council senior policy analyst.
