Freshwater Ecosystems in Crisis: A Synopsis of Decline. Fresh water ecosystems - the biologically complex rivers, lakes and wetlands - are in a state of emergency. That's according to a new report from the Oregon-based Pacific Rivers Council, which explains the crisis and why it must be addressed now. In Utah alone, eleven of the 26 native fresh water fishes are considered imperiled. David Bayles is Senior Program Officer and former Executive Director of the Pacific Rivers Council.
